It's more than a little telling how different the experience in New Hampshire/South Dakota have been on this issue compared to Rick Perry having to "back off" of it here in Texas. Both governors had their own party in power in the lege, so the "profit motive" critique doesn't exactly sound right to me as an ultimate reason for the vaccine's failure here.
