A Rebound for CHIPs?

The newsworthiness of this story is that State Rep. John Davis is having something of a Saul-to-Damascus moment with regard to the CHIPs cuts that he and a gaggle of others supported back in 2003. The biggest change looks to the the reinstatement of the enrollment period from 6 months to a year. That was the most harmful and derelict aspect of the Arlene Wolgemuth era of Texas Social Policy.

As the article underscores, this comes at a highly coincidental time, as several urban-area legislators are finding their way into forced retirement thanks to those 2003 votes. John Davis may have had the light shown to him courtesy of a surprisingly strong showing by Sherrie Matula against him at the ballot box last November. Sylvester Turner is reported as looking to get on board with the bill as a co-sponsor ... perhaps not surprising given that one of his closest handmaidens in the lege, Al Edwards, was shown the door by Borris Miles and the voters of the 146th District.

But despite the lateness of the conversion, the change is worth some applause for the time being. More if it actually passes and is signed into law.
