Where did you get that? I clicked on the link and it just brought me to the old website layout.
Could either be the cache settings on your computer or an odd slow DNS change affecting you. I haven't checked to see if the new design was on an old or new location and it's too late for me to be proactive on that question, so my two recommendations for now would be:
- go to the site and refresh (hit the F5 button a time or two)
- empty the cache via your internet options (varies by browser)
Either of those may or may not work. Best of luck.
