Katy ISD Gets Messier

HoustonChronicle.com - Election probe widens at Katy schools

Add a few more names to the microsope that's on Katy ISD's attempt to rig their own elections.

Another Katy Independent School District administrator, as well as a retired swimming coach, are being investigated for possibly using district resources to distribute political advertising messages during the May election season. ADVERTISEMENT

The Texas Ethics Commission sent certified letters, dated July 26 to Janine Phillips, executive director for elementary instruction, and Dana Abbott, retired head swim coach at Katy High School. The letters cite sworn complaints that accuse Phillips and Abbott of using the district's internal mail systems to distribute political advertising.

The Texas Election Code prohibits a school district employee from using an internal mail system for political advertising. The commission already is investigating Ronald Jetton, executive director for campus administrative support, who is accused of sending an April 20 memo to employees implying they should vote only for incumbents.

The cases against Phillips and Abbott may seem initially as minor compared to Jetton's original "endorsement" email. But, taken together, they still paint a portrait of a district attempting to maintain power from within instead of letting new voices be heard on the school board.
