Why is it a good idea? Canada is about to shut down the internet pharmacies anyway. They get most of their savings through bulk purchasing; adding Texas to the market will just force them to shut their borders to exports.

I don't see what you're getting at. This involves bulk purchasing and price controls. It also involves crucial R&D. It embraces an entirely different set of concerns than typical manufacturing.
