And so we have the quickest ascent to the ranks of "Worst Secretary of State Ever" even before she's nominated. For one, I think Condi owes it to America to release and defend her planned speech on 9/11/01 in which she derided counterterrorism spending in favor of missile defense spending. Given the current fixation on state-sponsorship of terrorism over the means by which stateless actors are able to shift and move, Rice starts out with much more to prove.
