Washington State Decides to Cancel Presidential Primary

Washington has become the seventh state to cancel its 2004 presidential primary, opting to save at least $6 million by skipping an election many say would be meaningless.

News to me ... which states are among the other 6?

Who DOES pick the delegates then? They don't just show up by fiat. I'm confused about what the alternative to elections is...

Especially in a primary race that could well turn out with a quite divided outcome, these delegates do seem more important this year than in the past.

I understand the desire to save money, but you still gotta have elections. Geez.
