Tom DeLay's gotta be loving John Culberson. What once used to be DeLay's old tactic is now taken up by someone who at least lives in Houston.
Here's how the game is played: If you sense you're about to lose, change the rules. Better still, change them in a way that nobody else has to play by except for Houston. Even better ... change them as late as possible to make it difficult for a counteraction that could possibly see you lose.
It's old ... it's tiring ... and it's intellectually dishonest (which goes without saying about DeLay ... and obviously for Culberson as well).
I'm handling this fairly well, I suppose. I mean heck ... Kuff is so mad he could spit. Me? I've seen this play before. It's nothing more than a power grab by a Congressman trying to make sure Metro and the mayor of Houston kiss their ring before getting approval. At least that's the more honest way of putting it.

It's kind of like Texas Dems taking off for vacations in New Mexico and Oklahoma in defense of their principles. It's great when one's in favor of blocking whatever is being blocked, but not so great when one is not.
The one seems like a fairly smart tactical parliamentary maneuver in defense of principles to me. Maybe not as smart as thwarting a quorum, but perhaps as effective. :)
