As if to further prove my point below, the GOP also apparently made gains in State legislative elections. The fact that all the gain made by the GOP fly in the face of history (even if only by a small amount) tells me that this was indeed, a "wave" election. Granted, the wave was small, but it held at almost every level (Governorships being the only exception).
